* nntp.el (nntp-request-newgroups): Use UTC date for NEWGROUPS
command.

* gnus-start.el (gnus-find-new-newsgroups): Use
`message-make-date' instead of `current-time-string'.
(gnus-ask-server-for-new-groups): Ditto.
(gnus-check-first-time-used): Ditto.
