Don't close the tag in mml-insert-tag.  Define new function
mml-insert-empty-tag that does that, and use it throughout.

Return -1 if not find the article number.

The major change is add a fake charset 'gnus-decoded.
The strategy of previous mm-uu is delay decoding by mm-uu-test. This
does not work for base64 encoded message. Now, I change the strategy to
the fake charset to avoid double decoding.

The minor changes are binding text in nnweb and fix buffer leak in
mm-view-message.

Added autoload for base64-encode-string.

Better customize type for gnus-refer-article-method.  Fixed doc bug for same.

set-window-start with NOFORCE in Emacs case.

gnus-newsgroup-name may be nil, so bind it before gnus-check-group-server.
